Levelling
These things count towards your Level experience 1.
Once you have reached a certain amount of Level exp, you will gain the [upgrade] option next to your Level in the sidebar. The only way to see how close you are to levelling is to visit the Fortune Teller in China.

Holding Level
This is a game tactic used by people who want high stats, but a low level.
To hold your level, simply don't press the [upgrade] button, for as long as you wish.
This can be helpful for people who are losing a lot of battles against people their own level, and people who want to surprise opponents of a much higher level than them.
Keep in mind that there are many drawbacks to this tactic.
For each Level you upgrade, you will gain Hit Points/ Life equal to the following formula:
| 50 * level * (1.05 * merits) * (level/10 rounded up) |
Alternatively, you may view a complete life table Here.
You start the game with 500 life. Note that Xanax overdoses cause a permanent - 50 Life.
At certain Levels you may also unlock things such as Missions or new things to do in the City.
These are listed below:

That's great and all, but how do you find those people? Stats don't just appear on profiles, and it takes forever to get points to refill an energy bar right away, or five hours if you don't have any points to use, if you make the wrong decision and get the bump kicked out of yourself.
...
...
Otherwise it's trial and error. There's no magic way of finding out... Unless you use the Army Job's spy special :)
And what bob said
...
what affects the most?
TCB: Level is believed to be the only thing that affects how much exp you gain from attacking a person. (eg higher level= more exp)
...
TCB: Done :)
...
...
TCB: That depends on if you hospitalize, mug or leave them. See the attacking tutorial for details. The experience gained from them doesn't differ from same level normal players (to our knowledge).
...
I'm level and I think im bordering level 11 because my max nerve just went up to 25. Is it just levels that affect your max nerve? Apart from spending merits..
TCB: Your nerve increases based on how much crime exp you have, it is unrelated to your level.
...
TCB: You will level to level 2, and if you have enough exp, you will have a [upgrade] button until you decide to repeatedly click it until level 10.
...
I would like to add to that question.
If we hold back on upgrading our level, and say we have about 5 possible upgrades on our level, does our upgrade option show us how many upgrades we have available, or does it show us how high we will be able to level up?
In other words, say I am level 15 and I've gained enough experience to level up to 20. Will I know this, without clicking on the upgrade for level 16? Or will I not know how high I can level, untill I keep clicking the upgrade button?
Thanks TCB. :)

Even if you go to the fortune teller in China (tells you your leveling exp), she will just tell you that you have 100% exp to level.
Holding levels is good for being stronger than you appear, especially in wars, but downsides are the lack of the leveling benefits above, and getting less job points, and hit points (I hold my level).
...
TCb: Attacking and leaving people, but you make yourself a target if you neglect training stats in favour of attacking- especially since the higher level you are, the more exp you give players when they attack and leave you...

Aerozol: To level, attacking and leaving people is definately the quickest way, and if you can find someone way higher level than you, with bad stats that you can beat, you can level quick. But remember, if you're doing that you can't train, and you might eventually be that same high level that gets attacked by everyone ;)
