Having said that, all NPCs are meant to be a challenge. You're not meant to sign up to a mission and instantly complete it, it should be a long term goal. I've been stuck on Callous for a couple months because I had such low strength and speed, but high dexterity and defence. It's made me balance out my stats and create a purpose. Have some damn patience and work to beat him. I'd crush him in one hit now. Also whoever asked TCB to lower the NPCs stats, they can't... They're a fansite, a help site; they don't have any more power on Torn than you or I. NPC stats are devised by admins of Torn to forge a challenge, because you complained you can't hit him isn't gonna even faze the admins I don't think.
