Requirements
- Racing License (50 Points, from City > Points Building)
Purchasing this will unlock the Race Track link in the City.
- Taking part in official events is free.
- Races take 1 hour to be prepared, and a further 60 minutes to begin.
- After leaving an official race, there is a 15 minute penalty time before you can join another official race.
- You are automatically matched against opponents with similar stat cars. Once the race has started, you cannot then swap to a car that outclasses theirs heavily.
- You cannot travel while racing.
- You can only take part in one race at a time (including custom races).
- Being hospitalized during a race does not influence the outcome.

- Custom races can be started by any player, with up to 100 race slots, and any entry fee.
- The winnings are split by (?).
- Taking part adds to your car stats (races won/ taken part in) and Driver Skill, but does not add to your Upgrade points.
- After leaving an custom race, there is a 15 minute penalty time before you can join another custom race.
- Custom Races add to your driver skill (the more laps, the more skill is gained).
- Lower class cars can be entered in higher class races (eg Class E cars can be entered in Class D races), but not vice versa.
- There is no limit to how many cars you can enlist.
- Cars can be removed after being enlisted.
- Car prices aren't necessarily an indicator of their performance value.

You can lose car upgrades (1-3) by crashing your car. You have a chance of crashing with each lap, so long races have a higher possibility of crashing. Increasing the 'safety' stat of your car possibly decreases your chance of crashing. High speed and acceleration but low handling and braking may increase chances of crashing.

In case this is helpful,
I OD'd, got kicked out of education, then signed up for a race and got 1st place.
I'm guessing addiction level has no (or very small) effect on racing ability, further testing needed of course
