It's possible the random number generator that decides the roulette number isn't calibrated quite perfectly, or the surrounding code is a little sketchy (wouldn't surprise me at all) This would explain why 0 or 00 see different results if true. Without extensive testing (that means weeks of writing the actual results down) no way to tell though.
No number should really come up 'on average' 3 times a day for 75 tokens. That's one more win per day than you should be getting - highly unlikely unless the random number generator really is broken.
FWIW, my number is 23 (just a random number I picked to avoid the above possibilities) and my average winnings for my level confirm the calculations here.

I always bet on 33 and win most days however, when I was a n00b I wrote down the numbers that came up to try and spot a pattern. One thing I did notice was that 0 and 00 only came up once a day each, if that. Over a one week period, I only saw 0 once and 00 twice.
